On September 2,1945, President Ho Chi Minh read the Declaration of Independence giving birth to the young republic, the Democratic Republic of Vietnam, now known as the Socialist Republic of Vietnam, a sovereign and independent country. Vietnam is a member of the United Nations and the Non-Aligned Movement. The political regime is firmly established from the superstructure through to the infrastructure including Communist Party of Vietnam, the National Assembly, the Government, the Vietnam Fatherland Front as well as several other mass organisations such as the Youth Union, the Women Union, the Confederation of Workers (trade unions), the Farmer Association, the War Veteran Association, to cite a few. These aforesaid bodies join in the handling of domestic and external relations.The Communist Party of Vietnam is at the forefront of the political system all plays the leading role. The role of the leadership of the Communist Party of Vietnam has been accepted by the entire Vietnamese people.

The Communist Party of Vietnam was formed and trained by comrade Nguyen Ai Quoc who was later known as President Ho Chi Minh. The Communist Party of Vietnam was the founded on February 3, 1930 and led the Vietnamese people in their fight against the colonial end feudal forces, and successfully carried out a general insurrection in August 1945 Revolution. Finally the Communist Party of Vietnam has led the Vietnamese people in their 30-year-long resistance struggle against aggressors, fulfilling the task of national liberation, completely reunifying the country, safeguarding national independence and guiding the country to a new era: an ear of national construction making Vietnam a democratic and prosperous country with a fair and civilised society, contributing to peace in the region and the world over.

The Communist Party of Vietnam is ceaselessly renovating its leading role in the process of national construction for the sake of national development. The party has adopted and organised the implementation of the doi moi (renovation) process, its open-door policy with the intention of establishing friendly relations with all counties of the world on the basis of friendship and co-operation.

The National Assembly of the Socialist Republic of Vietnam is the highest representative of the people and the highest legislative body elected by the people.The National Assembly is the sole body having constitutional and legislative rights. The National Assembly issues fundamental policies relating to domestic and foreign relations, social and economic tasks, national defence and security, basic principles on the orgainsation and operations of government apparatus and on social relations and citizens' activities.The National Assembly exercises its right of supreme supervision of the county's entire activities.

The National Assembly convenes twice a year. The handing of it's daily activities is undertaken by the National Assembly Standing Committee.The National Assembly has different commissions. They include the Council of Nationality, the Law Commission, the Economic and Budget Commission, the Defence and National Security Commission, the Children, Youth, Education and Culture Commission, the Social Affairs Commission, the Science Technology and Environment Commission, the External Relations Commission, and heads the secretariats of National Assembly convening sessions.

National Assembly deputies era elected by voters. The deputies are representatives of the voters' aspiration and will. The deputies are immered from arrest and court litigation unless the consent of the National Assembly or the National Assembly standing Committee is obtained. (A deputy is not immune to such cases when he is caught red handed in violation of the law).

Term of office of the National Assembly is fixed at five years ( except when the country is engaged in a war). The first legislature of the National Assembly was elected in January 1946. The ninth legislature of the National Assembly was elected in July 1992.

The state president is the head of state representing the Socialist Republic of Vietnam on both aspects of internal and external affaire. The tenure of a president is as long as that of a National Assembly.

A vice president assist the president in handling daily affairs and is acting president when ever the president is absent.

The Government exercises a uniform managerial function in implementing all the country's tasks in the fields of politics, economics, culture, national defence and security as well as internal and external relations.

The Government is responsible for directing ministries, government agencies at the ministerial leval, and People's Committees at all levals to carry out the country's plans, bring into full play the people's mastery in the process of building and defending the country, ensuring stability and improving the people's material and spiritual life, ect.

The cabinet members include the prime minister, deputy ministers, ministers and heads of government agencies at the ministerial.
